USPA NEWS - Today Monday, February 17, 2025, French President Emmanuel Macron hosted an informal meeting at the Élysee Palace with several European leaders to discuss the situation in Ukraine and security in Europe. Major leaders came representing European Council, Commission, and NATO’s boss, invited by President Emmanuel Macron, over fears U.S highly motivated for establishing peace between Ukraine and Russia Ukrainian President Zelensky was not participating in the European meeting in APris today.

This informal meeting is happening in an emergency pace, over fears of the historic Ally, the USA, American disengagement as POTUS Donald Trump and Russian President Vladimir Putin have agreed to start discussions on ending the war in Ukraine, after a phone conversation that took place Wednesday19 February in Saudi Arabia. President Macron stated that “only Ukraine can negotiate with Russia” while his US counterpart Donald Trump in line with his promise of presidential campaign, of obtaining peace between Russia and Ukraine. The meeting comes after the announcement of direct negotiations between the United States and Russia on Ukraine. Indeed, Europeans fear being excluded from discussions on the future of Ukraine. France and Germany were fully included in the negotiation over Donbass conflict with Russia and Ukraine before the 22nd of February 2022, in the Format Normandy since 2014.

Regarding the potential entry of the United States into the Normandy Format, no information is available in the search results provided. The Normandy Format has always involved only France, Germany, Russia and Ukraine since its creation in 2014. France had a great leader position to keep peace and even could get the American ally enrolled in this to consolidate this one-of-a-kind diplomatic format instead of falling part since the Russian’s attack on Ukraine on 24 February 2022…Is it too late now that Donald Trump is the leader who talks with Vladimir Putin to reach a peace agreement or at least a ceasefire in Ukraine?

• To define a common European response to US initiatives on Ukraine
• To strengthen the security of the European continent’
• To discuss military support for Ukraine, including the possibility of sending peacekeeping troops. French Foreign Minister Jean-Noël Barrot has discussed the deployment of French, British and Polish troops to ensure a future ceasefire
This meeting marks the Europeans' desire to play an active role in resolving the conflict in Ukraine and to strengthen their strategic autonomy in the face of American initiatives.
British Prime Minister Keir Starmer said he was ready to send troops in Ukraine "if necessary"
